Cazic Thule, ruler of the Plane of Fear (one of the Planes of Power) created the Trolls, Iksar and Lizard Men on Norrath. He is one of the few gods who could be found in the game prior to the Ruins of Kunark. He's a regular denizen of the Plane of Fear and Plane of Time as well as making a guest appearance in the Lake of Ill Omen during a GM Event.

“	Cazic-Thule is allied with Rallos Zek and Innoruuk, and is the enemy of Mithaniel Marr and Erollisi Marr. Followers of the Faceless fear their Lord and believe that only by causing terror in others will they be spared his vengeful wrath. Fear rules their lives and through fear they rule the lives of others. Pain, misery, violence, torture, living sacrifice: these are the tools of a Cazicite. Many lizardman tribes are devout followers of Cazic-Thule, but his number of humanoid followers grows daily, a cold shadow slowly engulfing the bright spots of Norrath in a nightmare of horror and pain.	”

Terris Thule - The Dream Scorcher was created by turning a woman to hatred to the point where she entered a perpetual nightmare, she was transformed into Terris Thule and given to rule the Demi-Plane of Nightmares.

Morrell Thule - The Lord of Dreams is the male counterpart to Terris Thule. His creation is shrouded in mystery and he rules the Plane of Dreams.

Vazaelle Kaleine - The Mad. Raised to godhood by Cazic Thule, she was given her own domain from which she prophecies life altering events. Her plane is known as ???.

Originally a 32k old world mob, he had a Death Touch as well as other abilities.

Revamped at some point during Velious, the old Cazic's loot table was moved to the Avatars of Dread, Fright and Terror in the Plane of Fear and his abilities were changed. He no longer has his death touch, but has an AoE gravity flux with knockback and has many more hit points.
