Charisma, or CHA, represents how innately well-liked a character is. It could simply represent physical attractiveness, or it could represent a good, likable personality. That pretty much depends on the character; a Troll, for instance, is not going to be physically attractive in any case, so a Troll with high charisma would have to have a good personality.
[edit] Effects
There are lots of effects of charisma, ranging from very unimportant to very important, depending on a character's class.
[edit] Charm
For classes that can charm opponents, having a higher charisma decreases the chances of their victim breaking charm early. This makes it both more effective and safer to charm, because the charmer does not have to worry (as much) about the NPC suddenly breaking charm and going on a rampage.
[edit] Pacify
Any time a character casts a pacify spell and it is resisted, the NPC has a chance to notice the spell and aggro the caster. Having a higher charisma reduces the chance of this occurring.
[edit] Vendors
Having a higher charisma, along with a higher faction with the vendor, will increase the efficiency with which a character can deal with NPC vendors (PC vendors in The Bazaar are unaffected). Higher charisma/faction will make the vendors purchase your items for more, and sell you items for less. The difference is not a staggering one, but it will add up over time.
[edit] Heroic Charisma
As with all the other primary stats, charisma is affected by the heroic stat mechanic that was introduced with Secrets of Faydwer. Heroic Charisma improves reaction rolls with some NPCs and further increases the magnitude of any and all faction hits that a character is affected by; that is to say, positive faction hits will gain the character more faction, and negative faction hits will lose the character more faction. It is currently unknown whether regular (non-heroic) charisma has any bearing on faction hits.
