Evil Eyes are disembodied eyes that have some manner of sentience. Though they primarily adhere to the will of their master, they occasionally demonstrate more selfish motiviations.

The first Evil Eyes found on Norrath were the creations of King Xorbb, himself an Evil Eye. Though the origins of King Xorbb are unknown, he has carved out a home for himself off the Plains of Karana. Many Evil Eyes can be found in his home, the Gorge of King Xorbb and the surrounding plains.
Also notable is "the" Evil Eye which resides in the Ruined City of Guk also known as Lower Guk. Whether he feeds off the energies of the frogloks there or lives in harmony with them is unknown.

A sub-variety of the Evil Eye is the Beholder. These variations were first encountered in Deepest Guk following the release of the Lost Dungeons of Norrath. Since then, they have also been spotted in the Plane of Rage.
Their actual connection to the more primitive Evil Eyes is, as yet, unknown.
