[edit] General Information
This quest is a solo task, but generally best done with at least three people - preferably a whole group. It is rather lengthy, plan for two hours or more if you want to do it all in one shot. The rewards are Tinmyn's Oil Can, some faction with Ak'Anon Strike Force V, and some experience. Mostly the task is done for the oil can, which is a charm that can reach 450 or so HP, based on how much coin you carry.

The task can be requested from Tinmyn Cogsloose in Fortress Mechanotus; he can be found at location (20, -1315, 354), in the little camp near the zone-in from Dragonscale Hills.

Note that for the duration of this quest, your group must watch out for Octa the Collector, a giant level 90 mechanical spider. It does not see invis, but it is aggressive and cons as a raid NPC.
[edit] Talk to Sparks Diggleknob
After requesting the task, the first step is to go talk to Sparks Diggleknob. He can be found a little ways north of Tinmyn, at location (380, -1455, 404). Hail him and follow his dialog:

[edit] Loot Dirty Oil from Steamwork Menders
He sends you out to go get a Can of Dirty Oil; these drop from steamwork menders. They do not summon, but they do cast Awestruck which can stun you for up to 8 seconds. They also will heal until they run out of mana if they have any left when they get hurt enough.
These can be found all throughout the courtyard area; a decent camp for the majority of the task can be found at the end of the easternmost runway-looking platform, around location (-1065, -265, 405). There are a large number of menders nearby for this. Once you get your Can of Dirty oil, the second objective will complete.

Take the dirty oil to Sparks and he will give a short speech:

The next objective is to loot a Can of Warm Oil; this drops from both steamwork troopers and steamwork strikers. There are lots of them within pulling range of the same camp from above, at location (-1065, -265, 405). The troopers are similar to the menders except that they don't cast, kiters rejoice, they don't summon.
Once you get it, it completes the fourth objective.

Take the warm oil back to Sparks to complete the fifth; again, he will give instructions on what to do next:

This opens up the next step, which is "search the oil yards for oil oozes"; simply step on the platform to the south of that camp, and get near location (-1180, -265, 407) to complete the sixth objective. The base of the lattice towers where Octa roams should get you this update.
[edit] Loot three cans of Unrefined Oil from the Oil Oozes
The next four objectives open concurrently. You need to collect 3x Can of Unrefined Oil, and kill one each of a Wretched Oil Ooze (found at the first tower southwest of that camp), a Murky Oil Ooze (found at the first tower southeast of that camp), and a Sticky Oil Ooze (location needed).
The oozes each spawn at the base of a lattice tower. If you're exclusively working on this task, make sure you check the names of the oozes you're pulling. There are other "named" oozes that are not part of this task. The oozes don't summon, but roamers in the area will assist them.
After killing the oozes and getting three cans, the eleventh objective will open up.

Now the quest gets tougher. Tinmyn needs two Cog Marauder Power Storage Crystals, which sounds easy enough...but they're dropped by Cog Marauders, which are not pushovers. They can be found in the western part of the zone, near the small quasi-forest. The safest thing to do is pull these back to the platform in the forest located at -1024, 883, 474. No roamers come this way and there are two Cog Marauders there to pull easy.
The Cog Marauders are not the easiest to kill. They have roughly 600,000HP, hit pretty hard (max hit 2.3k with max Shielding, with fairly high attack), and Rampage. At 50%, they spawn two adds (an oily ooze), which are both roughly equal in power to other trash mobs in the zone. The marauders to NOT summon as of this writing, but can take quite a while to wear down with their massive hit points; They can also be stunned.
Each marauder drops one of the power crystals. Once you have two, the fourteenth objective will complete, and you'll be done with all the killing.

Take the crystals back to Tinmyn to complete the fifteenth objective:
