This task is given by Y`surria the Elder at location (375, -905) in the dragon glade of Crescent Reach. This task can only be obtained after completing The Agony of Uncertainty.

Y`ssuria the Elder sighs with discontent and leans forward, whispering in a gruff tone, 'Have you ventured to Vergalid Mines and seen the swirling abyss? What you will find is an endless and hollow void. It holds nothing but emptiness. I have been there myself. I stared down that inky well and I can tell you that it echoes the feeling in my heart. This existence, this life, has no meaning without knowledge of the [sanctity] of the scale.' | ” |

At this point you're assigned the task The Ecstasy of Relief
The task description is as follows:
Y'ssuria the Elder was impressed by the beauty of the Scale of Veeshan. So much, in fact, that she has requested that you get a closer look at the detail of the artifact. Return to Merchant Jhenner in Crescent Reach and procure another blank canvas and high quality sketching tools. Take them back to the burning pit of Ashengate and sketch the Scale of Veeshan itself. She wants you to capture every crevice, every indentation, every shadow, and every scratch. This sketch should surely suffice as a satisfactory substitute of seeing it firsthand.

[edit] Sketch the Scale of Veeshan in detail
Basically, this is identical to what you did in The Agony of Uncertainty. The only difference being that you buy High Quality Sketching Tools and a Blank Canvas from Merchant Jhenner on the second floor of Crescent Reach at location (-1400, -1550) instead of the regular sketching tools. For this one you want the more expensive set which costs around 1000pp.
Once you have the sketching tools and canvas, head back to the north wing of Ashengate on the precipice overlooking the scale. If you're not killing the guardians, you'll need to make sure you're on the very edge and out of aggro range. When you're safe, equip the sketching tools in your Primary Slot and right-click them. This will start a three minute casting time spell. When it finishes casting without interruption, your canvas will change into a Sketch of the Scale of Veeshan and the task stage will update.
[edit] Deliver the completed sketch to Y`ssuria the Elder
Head back to Crescent Reach and turn in the sketch to Y`surria the Elder to complete the task.
At this point you complete the quest and...
Your faction standing with Infiltrators and Traitors of Ashengate got better.
You are also rewarded Cloak of the Elder Drake
These tasks are not repeatable and you are now done with Y`ssuria the Elder.
