Universal Chat System

The universal chat system, or UCS, was originally implemented by Sony sometime in the Luclin or Planes of Power era, this is the system that allowed players to send cross-server tells, create chat channels that other players could join, and other related features. The chat system is held on a server array separate from the world and zone servers, so a telltale symptom of a crashing zone is inability to /tell or /who, but the chat channels and ;tell still work without a problem.
Eventually, Sony desired to make the chat system game-independent, so players could send cross-game tells and persistent messages (like E-mail, only in-game). To do this, they outsourced the chat system to another company. It was at this point that the chat system became known as the UCS.
